That goes inside that lever. One end links into the handle the other into the mechanism, right sod to get back on.

Could be a clutch or brake pedal return spring more likely. Not too sure if the bonnet release lever has one.

Assuming it fits round what the handle pivots on how can it come off if you haven't had the lever off?

This is true, more likely to be one of the pedals.

The lever was hanging off but I screwed it back on to make sure I did not break it right off while driving home. :)

Well that went back together a lot easier than I thought it would.
All fixed now, so thanks Lee, you were right, it did belong between the handle and the spindle. Locating the two lugs on the spring into their relevant slots was a bit easier using a mini torch and a mirror.
