I suspect it is a case of the politicians, pushed by the left wing enviro-nazis, demanding efficiency that cannot be achieved short of re-engineered engines to exact specifications [like a F1 car] and fuel so clean and filtered it would cost about USD$5 per litre. It just isn't going to happen folks.

One thing that always becomes apparent - you get what you measure!
It's human nature then to manipulate inputs to get the best possible output.
The trick is to disturb the measurement process sufficiently that you're less likely to be duped.
Doesn't matter whether it's engines, school test results or anything else for that matter.
