something strange on exhaust?

hello all
finding a rattle on the exhaust of my 2.0 1999 z3

so had a quick look and there is something on the rear tailpipe of which I have two.
but the right-hand one has some sort of valve attached and a tube or wire coming from it to somewhere
when I look down the right-hand side of the exhaust tailpipe I see there is a circular paddle of metal in the pipe.
The fitting on the tailpipe is loose looks like some sort of valve and I can move it freely and in doing so it moves the paddle in the exhaust tailpipe.
I am assuming it controls the exhaust output somehow but it is all very loose and rattles I don't think it should be loose?
so any advice would be great I do not know when and how the exhaust was fitted this is how I bought the car in Jan this year.

It's part of the ejector seat vacuum mechanism, just be careful which buttons you push in the cockpit.

That could be the valve that opens at 2k revs to give the sweet harmonics. Just a guess as I also don't have a scooby!

It was designed to minimise noise in urban areas. It open at higher revs and allows more gas out. If it is loose (like mine was) you can jam a lever into the exhaust and bend it to stop the rattle.

It is a valve that opens at higher revs to give a more sporty exhaust sound. I think it opens at around 3,000 rpm and it should not rattle.

Anyone know how it is held in place or wether it is actually required ?
There seems no brackets or fixings ?
If I replace the exhaust would it go anyway?
