Wheel cleaning - help me cure this mess

Tried Meguiars Hot Wheel Cleaner, Autoglym Magma, brushed them, used a toothbrush, tried 1.500 grit sandpaper with water, willing to try steel wool if anyone suggests.
I do not want to get then refurbished (yet) these spots are the only ones that are bothering me, in general the wheels are in perfect shape.
i summon the powers of all members with Wheels OCD syndrome, help me please.

After your efforts it looks like a refurb may be the only way forward. After what you've used so far only a much more aggressive product may do the trick. That aside, you could try Autoglym Tar Remover and some elbow power.

Thanks for the input. I am a big fan of Autoglym but for some reason we have a shortage of these products and even the main dealers and detailers are considering switching to Meguiars.
i do not know if it has to do with the supplier, covid, Brexit or whatever other reason, but I used to order Tar for 9 euros and now it climbed to 13 if you manage to find it. (And you cant).
Even Magma that is considered (over here) the absolute solution to wheel cleaning, is rare and if you manage to order it online it is about 22 euros. (From 16)
I don't know about prices in the UK but we were spoilt with low prices prior to covid issues. Even the refurbisher asked 60 euros per wheel, whereas two years ago, for a full set of E30 Mesh BBS wheels his price was 35€.

Phil is taking the p*** mate ( it's just a bit of Forum banter). I'm an advocate of the Autoglym range and have been for well over 30 years, my inventory is wide ranging hence the name "AndyGlym".

Not yet. I have decided that I will have them refurbished anyway so I will try it and see what gives. If I make a mess, then I will take them to the shop and have them done sooner

You certainly can. I snow foam the car first then jet wash off. Hand wash the car then spray Magma on one panel at a time, let it settle then wash off with a different fibre mitt then rinse
