Is that atom classed as a quadricycle/quadbike or car? Would a helmet be a legal requirement? Or just personal preference.
Classed as a car - no legal requirement for the lid. However due to no windscreen, preferable. Most use them on track anyways so will have and used to wearing a lid
The couple weren't wearing helmets, so guessing optional.
