For facelift models the Creator 310+ is used by many, reasonable price on ebay and Amazon and is easy to use. You will need a 20pin to 16pin cable changer also on ebay to connect it to the round diagnostic socket in the engine bay. If you also have a 16piin OBD2 port under the steering wheel that will only read the engine and transmission modules, the 20pin socket will read all modules on the car.
20pin to 16pin cable adapter here
Just be aware that early models can't work with the Creator as they have OBD1 which requires a different connection via an old style serial port on a laptop. Info on the post highlighted by @NZ00Z3.

Creator works on my 1999 1.9 wide body ok with the 20 pin to 16 pin cable changer. Mine also has the 16 pin OBD2 port under the steering wheel but that port only reads engine and transmission modules. The 20 pin round pacman socket in the engine bay reads all modules. My car is a December 1999 model. Change over to OBD2 was earlier in 1999 so you may have obd1 on yours.

Mine in a pre-facelift 1999. It does not have the OBD port under the dash. Creator 310 works OK on the round connector in the engne bay.
